Free Roam Areas

Frankston City has over 30 free roam areas for dogs in parks and reserves across the municipality. Free roam areas are open spaces where dogs can be taken off-leash to exercise.

Fully Fenced Free Roam Areas

Frankston City has 5 fully fenced free roam areas including;

  • Melaleuca Reserve
  • Ballam Park
  • Telopea Reserve - Frankston North
  • Sandfield Reserve - Carrum Downs
  • Mc Clelland Reserve. 
    Please note Greyhounds are not permitted off-lead, including at council off-leash areas.

Dogs on Beach in Summer

Dogs are prohibited from entering and/or remaining on all sand and rock areas of foreshore beaches within the municipality from 1 December to 31 March of each year between the hours of 9.30 am and 7.30 pm, unless the area is a ‘Designated Reserve’.

The only Frankston Foreshore beach 'Designated Reserve' is Keast Park (Seaford) which is between Emergency Marker FCC114 and the water discharge drain located near Emergency Marker FCC116. Keast Park is a 24/7 free roam area. See map here.

Dogs are permitted at all other times, provided they are on a lead.

Dog Friendly Parks

Ballam Park, featuring a new agility dog park – Corner Karingal Drive and Cranbourne Road, Frankston
Just like you, your four legged friend enjoys escaping the daily grind, being running laps of the backyard, for exciting new adventures.
Pooches can enjoy a new Dog Agility Park where they can weave, dodge, climb, balance, crawl and jump over hurdles to their hearts content.
The tennis court sized fully fenced dog park located along the rear fence line of Ballam Park features hurdles of differing heights, jump through hurdles, balance beams, a crawl tunnel, weave poles bridge and sit-stay platforms. Three is also a grassed area with picnic facilities, seating and a drink tap with dog bowl.
The new park, an initiative of Council’s Domestic Animal Management Plan adopted in 2017, is made entirely of recycled material, by local Carrum Downs business Replas, and provides an ideal setting for dogs to socialise with other pets while being in a safe environment that allows off-leash exercise. This agility park is located next to the free roam area, perfect for dogs that need more space.

Robinson Park, Robinsons Road, Frankston South
Covering 20 Hectares, its home to Frankston’s main softball and baseball reserves. Surrounded by natural reserve and contains a dog roam free area.

Baxter Park- Frankston-Flinders Road and Sages Road, Frankston
Large reserve situated on 59 hectares. Baxter Park has something for everyone including a series of walking tracks in the natural reserve, roam free dog area, play-field, public toilets, playgrounds and much more. Main entry points into the park are off Frankston-Flinders Road and Sages Road.

Centenary Park - McClelland Drive, Langwarrin
Centenary Park is a fully enclosed dedicated off-leash dog park, located off McClelland Drive. Features includes water tap, bins, poo bag dispensers. On Saturday mornings the Frankston Dog Obedience Club host weekly events and open the kiosk, where there is restricted access for the general public.

Lloyd Park – Pindara Boulevard
Lloyd Park is a large 20 hectare park with two playgrounds, skate park, barbeque facilities and sporting fields, adjoining tennis, netball and football ovals. The off-leash area within Lloyd Park is located along Pindara Boulevard within the North East corner. The area contains a large grassy area that leads to a playground. In order to find water taps, bin and poo bag dispenser you need to walk across to the on leash area to the western oval. 

Prohibited areas in Frankston City

Dogs and cats are prohibited from entering or remaining in the total area of the following reserves:

  • Langwarrin Flora and Fauna Reserve, McClelland Drive, Langwarrin;

  • Bunarong Park, Willow Road, Frankston;

  • Studio Park, McClelland Drive, Langwarrin;

  • Casuarina Reserve, Casuarina Drive, Frankston;

  • Paratea Reserve, Paratea Avenue, Frankston; and

  • George Pentland Botanic Gardens, Williams Street, Frankston.

Dog owner's obligations

 A dog may be exercised off a chain, cord or leash in a ‘Designated Reserve’ if the owner:

  • Carries a chain, cord or leash sufficient to bring the dog under control if the dog behaves in a manner which threatens any person or animal;

  • remains in effective voice or hand control of the dog so as to be able to promptly bring the dog under effective control by placing the dog on a chain, cord or leash if that becomes necessary; and

  • does not allow the dog to chase, rush at, bite or attack any person or animal.

If the dog is off a chain, cord or leash in a Designated Reserve, the dog must be brought under effective control of the owner by means of a chain, cord or leash if the dog is within 10 metres of:

  • the principal location of an organised sporting event;

  • a children’s play equipment area when play equipment is in use;

  • or a permanent barbecue or picnic area.

Upcoming Pet Friendly Events in Frankston City

Pets' Day Out is Frankston City's annual celebration of all things pets. 

Staged at Ballam Park Reserve in April each year. Check the dates on the what's on calendar and head down with your family favourite and treat yourself to a fun-filled day of pet related entertainment, activities and giveaways. 

Pets' Day Out is a fun and free annual community event which delights animal enthusiasts of all ages.
